ISESCO Center for Promotion of Scientific Research (ICPSR) is an organ of ISESCO whose mission is geared to support scientific research in the countries of the Islamic world.

Establishment of ICPSR

As per recommendations of the First Islamic Conference of Ministers of Higher Education and Scientific Research : Towards Mechanisms for the implementation of the Strategy for the Development of Science and Technology in the Islamic Countries, held on 15-18th October, 2000, at Riyadh, Kingdom of Saudi Arabia, and in order to comply with the long desires of the Islamic scientific community, the “First Meeting of the Consultative Council for Implementation of the Strategy for Development of Science and Technology in the Islamic countries” held from 24th to 25th September 2001, at Fes, Kingdom of Morocco decided to establish ISESCO Center for Promotion of Scientific Research (ICPSR), at the Headquarters of the Islamic Educational Scientific and Cultural Organization (ISESCO) in Rabat, Kingdom of Morocco. ISESCO Center for Promotion of Scientific Research (ICPSR), is a specialized organ under the aegis of ISESCO’s General Directorate. The following are the main objectives of the center.

Vision of ICPSR

1. To promote advanced studies and scientific research in all fields of science and technology for sustainable economic development in the Islamic countries.

2. To provide a permanent forum for the elite researchers from the Islamic world in all disciplines of science to meet each other, exchange knowledge, address common concerns and develop and supervise realistic programmes for achieving excellence in scientific research.

3. To coordinate with individual scientists, research institutions and centers of scientific excellence in the Member States to establish effective scientific liaison among them and to provide necessary advise on all matters related to scientific research.

4. To act as an apex center for collection, collation and dissemination of high quality innovative research results, scientific knowledge and viable technologies to the Islamic countries.

5. To recognize the prominent researchers in the islamic countries through the award of international science prizes, awards, medals etc.

The objectives of the proposed Center may be expanded by including the aspect of “conduction of research work” either through affiliations or future establishment of Centers of Excellence in various important fields in different regions of the Islamic countries. These Centers of Excellence may work independently but under the supervision of the ICPSR, through the financial support of the host Member States strengthened by the ISESCO’s research grants and financial allocation for programmes and activities in the specified field, as well as contributions from the benefiting Member States.

Means of Services

The Center will undertake the work in the top priority fields like biotechnology, renewable energy, water management, food and agriculture and medicine and pharmaceutical. Later, at the second stage, the fields can be extended to cover other important areas, as per requirements of the islamic countries. The Center will discharge the following tasks :

1. To consider matters, proposals and issues for promotion of scientific research and provide necessary recommendations and counseling to the islamic countries accordingly.

2. To hold regular meetings in the ISESCO’s General Directorate, of the prominent scientists, expert panel, and networks of the scientists in various fields of science and technology to identify major obstacles in scientific research, draft strategies and programmes in view of the futuristic demands.

3. To organize study groups, task forces, and provide consultancy services for dealing with major issues of scientific research.

4. To identify priority areas of research for promotion of high tech fields and provide guidance to the associated research institutions, centers of excellence in the islamic countries.

5. To collect and maintain high level technological data bank, in order to disseminate suitable technologies to the islamic countries.

6. To publish scientific research journals, research work, state of the art studies and other reports related to scientific research

7. To award prizes, medals etc., in recognition of excellency in research work.

8. To conduct high-level training courses, organize workshops, conferences and high-level specialized meetings and engage in any other activity for the promotion of scientific research.
